The redesign of flag is suppose to reflect how the amount of used needles found on the ground is increasing and how methamphetamine use is becoming more and more common. The former red stripe has a dirty texture because the needles found are said to be "dirty". The right side of the maple leaf is made up of crystals (a form of meth) and the  chemical symbol/formula for meth.
